Short summary
Palmer goes to see the DA while Jack and his family attempt to escape.
Detailed summary
LONG SUMMARY: Neill takes the jeep to cut Jack off, while the other thugs go with Gaines. Rick and Jack continue their way through the forest and Jack leaves Rick in the water tower while bandaging his wounds but the women haven't shown up. They have taken a detour to avoid being shot and are now lost. Andre Drazen calls Gaines and gives him a second chance to kill Bauer now. Kevin suggests they just leave but Gaines knows that no matter where they go they will be found and killed - destroying Jack is their only chance.
Nina and Tony apologise to each other as they fear for Jack's life and Green asks them to talk to Jamey's mother, Erica, who had money deposited into her bank account from Jamey. As she packs up her daughter's belongings, they ask her but she tells them she never asked where it came from and they have to believe her as she leaves to take Kyle home. Nina and Tony discover that Jamey's money came from Belgrade and they begin revealing the connection between Jack's mission and everything else.
Palmer decides to talk to Maureen and go straight to the D.A. Palmer wants to give Maureen the story of her career - about Carl. Mike wants him to talk to Sherry, and when he does she believes that Carl and co will twist the truth so badly that it will end up looking bad for them. She suggests he wait until he has the power of the Presidency and Mike agrees.
Jack calls Green and tells her to meet his family at the watertower. Rick thanks him and Jack half-heartedly accepts but clearly isn't happy with what Rick did. As Teri and Kim hide inside an abandoned cabin, they have a close call with Neill who attacks. Jack manages to kill him and save his family. They now have a walkie-talkie so they can hear where the bad guys are and form an escape plan. However, Gaines has heard the gunshot and realises Neill is in trouble. They find Neill's body and discover Jack has heard everything.
Palmer enters Maureen's hotel room to find her packing - she has quit. Carl's people have threatened her and although Palmer offers her protection she considers resigning is protection enough. Maureen apologises but she can't do anything else - they're too powerful. As Palmer goes to see the D.A., Carl says that there is subtle evidence inside the building that can frame Keith for the arson. With just a little help from Carl or his people, Keith will be off to jail. The Senator backs off, both for his son and for his presidency.
As Kim decides to go find Rick, Gaines almost kills her. Jack hides his family and tells them to wait for the chopper - he is going to meet with Gaines himself. At 12:51 PM, the CTU helicopter arrives at the compound. Kevin and the rest of the thugs quickly escape, to set up Plan B although Kevin knows that if they don't succeed, Andre Drazen will kill them all. Jack and Gaines are left alone to make small talk over the walkie-talkies as they each hunt the other down. Teri shows the commandos where Jack went and as they are being escorted from danger, Kim races off to find Rick and Teri goes after her. Rick is gone from the water tower and Kim is determined to find him but Teri tells her that she and Jack need her more than Rick does. Jack taunts Gaines on the radio and Gaines says he knows no more about what is going on than Jack does. Knowing that not even CTU can protect him from the Drazen brothers, he opens fire on Jack but Jack has the last shot, killing Gaines. The CTU commandos arrive and take Jack into custody. The three Bauers are reunited at the water tower and they climb into the helicopter, which takes off. Rick catches a bus and heads home.
Mike and Palmer arrive at the hotel room where an anxious Sherry is determined to find out what is going on. Green tells Nina and Tony that Jack and his family are safe and will be arriving shortly at CTU. But their day is far from over - Tony has realised that there is at least one more assassin in Los Angeles, possibly more - they have information that one has just arrived. This same man suavely pulls out of a parking lot and drives into the city, carefree.
Notes
If the show had not been picked up for the season, this would have been the final episode. The writers, once they had ruined their initial plan anyway, decided to end with at least a partially optimistic ending to give closure. Once they were picked up, they decided about the plots for the final 11 episodes, including the twists at the end of the last 2.
One of few major goofs in the show was Kim's shoes which changed from sandals to running shoes during the late morning.
